Job Summary

The Monitoring, Evaluation and Learning Director (MEL Advisor) is one of the key positions of a potential Global Health Security project in Ghana. Reporting to the Country Project Director and working closely with the project’s team, the MEL Advisor leads the Activity team in ensuring a culture of quality data collection, learning, and adaptation. He or she will lead development of the full project Activity Monitoring Evaluation and Learning Plan (AMELP) including learning goals on key questions and implement the plan upon approval from the donor. The MEL advisor will provide the required technical guidance around the issues, challenges, and strategies for improving access to quality affecting the project. Contributes knowledge products through the creation and management of reports, technical materials, and conflict-sensitive solutions. He or she will support the country project’s director and team in project’s representation and will oversee all project Collaborating Learning and Adapting (CLA) and formal reporting processes. Drafts / prepares client technical reports and creates technical content (e.g., reports, presentations, manuscripts). This position will report to the country project director and is pending on the award of the project to FHI 360 and availability of funds.

Accountabilities

  • Leads implementation of the projects Monitoring and Evaluation Plan, including any revisions needed over the life of the project (LOP). 
  • Leads and supports the design of MEL processes and tools (i.e. pre- and post- tests, focus group interview protocols, community survey tools, and baseline, mid-term, and end-line survey instruments) and establishes processes that promote effective data utilization. 
  • Adjusts data collection, analysis, and dissemination methods, as needed, over LOP. 
  • Leads tracking of performance and sentinel indicators, flagging trends which could affect implementation and warrant wider discussion with management team and/or partners. 
  • Develops high quality quantitative and qualitative methods and participatory methodologies to monitor data quality; work with country projects appropriate feedback mechanisms to assess whether issue and project-level approaches are effective. 
  • Collaborates with potential data collection firms and liaises with funders on design of tools and modifications to MEL system. 
  • Provides high quality and timely submission of all required project MEL reports, including documentation of success stories, analysis of data for indicator calculation, summary of qualitative findings, etc. 
  • Contributes to written performance reports for funder and other program deliverables.  
  • Collaborates closely with counterparts from FHI 360’s staff and offices in all aspects listed above. 
  • Drafts content for client technical reports and creates technical content (e.g., reports, presentations, manuscripts).
  • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.
  • Prepares reports and papers summarizing project results and analyzing data sets and technical assessment findings. Establishes and maintains SOW and budget tracking systems.
  • Coordinates and direct MEL activities to meet client/funder and regulatory requirements

  • Education Required: Master’s Degree

    Requirements
    • Education
    • Masters’s degree or its international equivalent in social science, monitoring and evaluation, or a related field.
    • Project Management (PM) Certification preferred.
    • Experience
    • Requires 6+ years of relevant experience managing data collection and technical assistance experience.
    • Prior work experience in a non-governmental organization (NGO), government agency, or private company. Local experience with NGOs in Ghana is preferred
    • Experience managing and executing monitoring and evaluation activities for donor-funded programs, including experience monitoring and evaluating policy reform and/or capacity development activities.  
    • Demonstrated abilities in qualitative and quantitative M&E methodologies appropriate to system-level change processes. 
    •  Experience coordinating with governments, ministries, and/or local NGOs, as well as local communities, for design and implementation of surveys and other data collection techniques, including those that address capacity weaknesses, preferred.
    • Must be able to read, write, and speak fluent English,
    • Knowledge of local language/s of Ghana is preferred
