Question for National Labour Commission

A friend of mine appointment got terminated bcos A new Hr manager found out that her appointment was temporarily for 3months whereas my friend has worked for almost 3yrs. She had gone through interview and has had her appraisal done for her and enjoyed all services of a permanent staff.His arguement is that one of her grade is D7 and he wants C6 but that wasn't the requirement when she was engaged. Is the Hr manager right in terminating her appointment plse.
