Request For Applications: Communications Strategy for Ghana Family Planning Costed Implementation Plan (GFPCIP)

Project Background
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID-funded five-year project awarded to Palladium. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. It focuses on family planning/reproductive health (FP/RH), primary healthcare, and the integration of FP/RH with HIV and maternal and child health (MCH).

To increase coverage, availability and utilization of FP services and commodities, the Government of Ghana (GoG) through the Ministry of Health, with support from Propel Health Ghana, has designed a comprehensive multisector national FP program housed by the Family Health Division of the Ghana Health Service. The Ghana Family Planning Costed Implementation Plan (GFPCIP) has been developed to reposition FP programs in Ghana and translate policy intent into realistic actionable programme activities. The GFPCIP 2024-2030 calls for concerted action amongst public, private, civil society, faith-based, and nongovernmental organizations to expand family planning services and strengthen our health system to meet the bold commitments by the GoG towards the FP 2030 Commitments. This realistic plan is the blueprint to which all stakeholders will refer to when working on family planning in Ghana. It has been crafted through an evidence-based, extensive consultative process encompassing globally proven interventions contextualized to our local realities.

To successfully implement the GFPCIP, true ownership, decisive leadership and meaningful stakeholder engagement is critical. Propel Health Ghana is seeking a skilled and experienced consultant to lead the design of a Communication and Dissemination Strategy and Tools for the GFPCIP 2024-2030.

Objective of the Assignment
The objective of this assignment is to design a comprehensive dissemination and communication strategy, along with necessary tools and products for awareness creation, visibility, behavior change elements, evaluation mechanism among others, for the Ghana Family Planning Costed Implementation Plan (GFPCIP) 2024-2030.

Scope of Work:

  • Stakeholder Mapping and desk review exercise based on the new CIP
  • Developing a detailed evidence-based dissemination and communication strategy tailored to the needs of different stakeholders including behavior change mechanisms, key messages, etc.
  • Creating communication tools and products, such as brochures, infographics, social media content, and presentations.
  • Providing training and capacity-building sessions for relevant personnel on the use of these tools and strategies.
  • Monitoring and evaluating the effectiveness of the dissemination and communication efforts.
  • Deliverables

  • Stakeholder mapping and Inception report.
  • Stakeholder engagement report.
  • Comprehensive dissemination and communication strategy document.
  • CIP dissemination and communication tools and products.
  • Training materials and reports.
  • Monitoring and evaluation report.
  • Duration of Consultancy: The consultancy is expected to span 14 working days, starting on November 1st –20th , 2024.

    Reporting and Communication: The consultant will report to the country director of Propel Health Ghana and liaise with other team members as necessary.

    Budget/amount to be paid: The consultancy fee will be negotiated based on the consultant's qualifications and level of experience.

    Requirements
    • Education and Experience:
    • Degree in public health, health financing, international development, health policy and planning, or equivalent
    • Knowledge and Experience:
    • Proven experience in designing and implementing communication strategies.
    • Strong understanding of public health or development sector structures and engagement procedures.
    • Good understanding and experience with implementing behavior change strategies.
    • Excellent written and verbal communication skills, including branding and marketing.
    • Ability to work collaboratively with diverse stakeholders.
    • Experience in capacity building and training.
    • Languages: Fluency in English is required. 
    • Evaluation Criteria:
    • Technical (Interview) – 40%
    • Knowledge and Experience - 40%
    • Cost- 20% Interested individuals must submit their proposed daily rate along with applications.
