Length of Contract: Permanent, Full time

The Head of Medical Services is the overall head of the Medical Development Team. He/she is responsible for providing strategic direction to all MSIG clinical activities across all service delivery channels (e.g. Centres, Public Sector Strengthening, Social franchise/accredited networks, etc), taking into account financial, operational and clinical performance. He/She will be monitoring monthly clinical results, incidence reports and conducting regular monitoring/supportive supervisory visits to clinical services delivery points in order to assess standards and performance for strategic decision making.

Additionally, he/she will follow up on all clients complaints relating to any of the MSIG services, assists the Marketing Team with interviews relating to clinical issues to protect MSIG reputation. He /She also takes overall responsibility for clinical issues, maintains frequent communication with members of the MDT on clinical standards and quality issues within the MSI partnership and remain clinically active within MSIG supporting local programme with service delivery and/or training.

The HMS also contributes to project proposal development and research protocols, initiates development of clinical standards, protocols and their reviews. He/She will also oversee the operations of the Research, Monitoring & Evaluation, and Learning (RME&L) Unit. The HMS is also expected to be/become a master trainer for MSI supporting to conduct international trainings, induction of new programme teams and Quality Technical Assistants/Audits when required.

Key Responsibilities
Technical Leadership across all service delivery channels and M&E

  • Meet regularly with SMT, GHS and other key stakeholders in SRH and provide leadership needed to achieve MSIG’s clinical goals.
  • Initiate and lead in the development and periodic evaluation/reviews of MSIG medical policies, standards and protocols; ensure that changes are implemented as needed to consistently meet client needs.
  • Assist with and participate in media engagement and other interviews relating to clinical care and clinical issues as appropriate to protect and promote MSIG’s reputation.
  • Assist the Country Director in establishing affiliation agreements with other health care institutions by promoting rapport between the GHS and regulatory agencies, professional groups and private health care providers.
  • Ensure MSIG has an active and functional Medical Advisory Team (MAT) in line with MSI/MDT policies on MAT.
  • Lead on medical innovation; actively source new services that contribute to MSIG’s overall mission and bottom line.
  • Support the handling of all clinical issues including major and minor incidences; ensuring that reports are signed and submitted to London and MAT as required
  • Maintain frequent communication with the MDT in London on clinical standards and quality issues affecting the MSI partnership; ensure dissemination of new information as necessary to MSIG teams.
  • Remain clinically current; occasionally support direct service delivery and/or training if needed.
  • Participates in monitoring of care within all MSIG facilities through a quality assurance initiative that encourages self-evaluation, and plans for appropriate changes to meet MSI/MDT quality outputs
  • Maintain current and correct knowledge of state and national standards for SRH and ensure that MSIG is compliant with acceptable standards of care.
  • Lead and/or participate in medical studies relevant to MSIG core values and interact with outside regulatory agencies to ensure ethical considerations before, during and after the research; foster a department-wide attitude that is supportive of research to inform change.
  • Work closely with operations and M&E teams to ensure recommendations from internal and external QTAs, data validation exercises as well as mystery client visits are implemented by Regional Managers swiftly and effectively.
  • Departmental Leadership

  • Provide leadership and guidance to MDT and M&E; motivate and coach MDT & M&E members and direct reports in particular; ensure that all MDT & M&E members operate with a high degree of accountability and professionalism.
  • Set and regularly review departmental KPIs and KPIs for direct reports. By working through direct reports ensure that all team members have updated KPIs that are regularly monitored and discussed; ensure that all MSIG HR policies and procedures are adhered to.
  • Ensure a high degree of cooperation, coordination and participation in the clinical activities of other departments.
  • Develop tracking systems (e.g., dashboards) to track key performance areas on a monthly basis; use data to inform decision making, policy, and allocation of technical resources.
  • Manage recruitment, team motivation, and support of personal and professional development of all team members in collaboration with the Head of Human Resources and Administration.
  • Support the selection and recruitment of clinical team members for all clinical service delivery areas; ensure the availability of qualified consultative staff, participate in interviews and contract negotiations with these professionals as needed.
  • Ensure the structure of the team is fit for purpose and that all roles and responsibilities are relevant to the needs and demands of MSIG and clearly communicated to team members.
  • Contribute to business planning processes to ensure clinical technical assistance needs are strongly represented in country business plans and budgets.
  • Ensure that departmental (and activity, donor and other) budgets are accurate, well-monitored, expenditure per activity plans and priorities are fully compliance with internal MSIG financial requirements.
  • Lead the quarterly Medical Advisory Team (MAT) meetings and ensure implementation of all MAT action items
  • Ensure monthly M&E updates are provided and implementation of all action items.
  • Ensure the M&E team is compliant with all internal MSG policies (e.g. finance, procurement, human resource management, etc
  • Ensure MSIG’s M&E systems are aligned to MSI standardized frameworks and indicators
  • Clinical Quality and Quality Assurance

  • Monitor quality performance of all MSIG service delivery channels; constantly review dashboards and other reports to inform decisions to improve clinical services to clients
  • Responsible for ensuring that MDT provides a prompt response to all medical emergencies, logistical challenges, and ensure/support the proper management of complications.
  • Lead in ensuring that emergency procedures are well-documented, monitored, and best practice is followed; lessons learned are shared as appropriate.
  • Ensure maintenance of proper client records in each service delivery channel and that clinical record audits are conducted as mandated by MDT.
  • Ensure every service delivery location/team in each channel receives a Clinical Quality Internal Audits (CQIA) each year according to plan and MSI procedures; conduct spot-checks and verifications of CQIA findings as presented by the Quality Assurance Team.
  • Ensure the MDT utilizes quality assurance feedback to effect improvements where needed and findings are disseminated appropriately within MSIG.
  • Ensure that external QTAs/CAVA are conducted annually per MSI procedures and track progress on agreed follow up actions. Ensure findings are disseminated appropriately within MSIG.
  • Liaise with the Operations teams to ensure compliance to clinical quality standards and implementation of action plans on clinical quality.
  • Ensure that the Training Team conducts trainings as needed and that trainings are of high quality; ensure that trainings are responsive to findings of internal and external QTAs as well as anecdotal feedback.
  • Ensure that MSIG’s medical supplies are appropriate, fit-for-purpose, participate in decisions about the kind of emergency equipment and drug supplies that are to be kept available to meet clients needs and client safety
  • Ensure that medical incident reports systems meet the needs of Clients by adequate documentation of service-related incidents in all MSIG clinical outlets.
  • Ensure reported incidents are investigated within MDT mandated timelines, that robust post incident action plans are developed and implemented in full.
  • Ensure all relevant and current MSI policies and guidelines are available and implemented at all service delivery sites.
  • Ensure that all clinical quality databases are accurately updated in time – competency and training databases (CTD), CQIA database, Master incident databases etc.
  • Ensure equipment and product quality audits are conducted quarterly per service delivery site and existing gaps addressed.
  • Oversee the preparation and implementation of the work plan and budget for the RME & L team.
  • Proactively identify knowledge gaps within the organisation and design strategic research and/or analysis of secondary data to address them
  • Capacity Building

  • Ensure all clinical staff in the programme are competency assessed for each clinical service they deliver annually
  • Maintain and update every quarter an accurate clinical competency and training database for all clinical staff in the country programme including sessional staff.
  • Promotes his or her professional development through self-directed and continuing education.
  • Participates in the education and training activities of the clinical team, identifies and suggests topics for in-service training through observation and evaluation of client care and service reports.
  • Issues and shares educational resources (books, periodicals, articles) with other teams
  • Attends at least one international conference on SRH annually to have international exposure to enhance MSI global/regional initiatives.

  • Education Required: Advanced Degree

    Requirements
    • To succeed in this role, you must have:
    • Advanced Degree in Nursing, Midwifery, Medicine, with a Public Health specialty
    • Professional / Lien censure certificate in Nursing, Midwifery or Medicine.
    • Evidence of good standing with a recognized clinical related professional body in Ghana.
    • 15 years work experience in SRH, project management, training, monitoring and supervision
    • Reliable and able to work for long hours without close supervision
    • Enthusiastic, positive, determined and flexible
    • Highly developed communication skills with demonstrated cultural sensitivity to SRH issues
    • Able to apply excellent clinical skills with internet, word, excel and power point
    • Substantial clinical experience with clinical management and supervision experience.
    • Strong research background and ability to write technical good reports
    • Proficient at provision of FP and SRH clinical services
    • Working knowledge of IT skills in internet, Word, Excel, PowerPoint
    • Excellent clinical skills in at least 2 of the following medical procedures: manual vacuum aspiration, medical abortion, tubal ligation, IUCD insertion, implants insertion or vasectomy
    • Reliable and able to work for long hours without close supervision
    • Prochoice to all Sexual and Reproductive services as permitted by Ghanaian Laws
    • Enthusiastic, positive, determined and flexible
    • Highly developed communication skills with demonstrated cultural sensitivity
    • Desire to apply excellent clinical skills to social goals
