Question for Vicom Specialist Hospital

I am looking for a Dr. George whom I told works at Health Wise Specialist Hospital in Accra. Is is allegedly treating a patient, Kate Mathews born in Oct. 1965, and I'm told he is telling the family they need to pay him $400 for the care he is providing. Does this doctor exist? Patient exist? Also, I thought there was a fixed rate of care in Ghana
