Question for Railway Police Station

Dear sir/madam pls I want to ask can an individual person sell rail way land elligally for about 17 years back and come back with police saying the place belong to him. Because he knows you don't have any paper covering the place? 1) 2 please how do I get a permit from Ghana railway authority?
