Question for 37 Military Hospital

I have a friend whom has been admitted to 37 military hospital and I was told they would not provide treatment unless the hospital was paid first. Is this how the hospital conducts business, pay first then treatment? Your quick response would be appreciated.

i have a person tell me the same thing her name is Benis Smith and the Dr is Dr Duncan Williams Jr. Is this doctor workking there? Please let me know thank you
