Question for Ghana Police Service (Central MTU)

Is it unlawful for a United States citizen visiting Ghana for less than a month to use his US driver license to drive whilst visiting?? My driver licence was seized by a chief inspector at the Biriwa barrier post as I was compelled to travel on emergency to visit my ailing mother in the village after arriving on Nov 28.
