Please, why is it that our national service certificate is not distributed to our district offices, rather, service personnel have to make it to the regional office for collection?

Please i graduated from university of education last year and because of sickness i could not register for nss but now am ready to do and i need help on how to get my nss pincode.

Please I couldn't take my certificate when I completed my nss in cape coast 2012.Can I get it at the regional office?
