  • Reports to: Executive Director
  • Location: AFREhealth Secretariat, Kwame Nkrumah University of Science and Technology, Kumasi, Ghana
  • Coordinates with: Executive Director, Project Directors, Principal Investigators, and Finance, Grants, and Human Resources teams
  •  AFREhealth is seeking an experienced Senior Program Manager who will perform the following functions: Summary Scope of WorkThe Senior Program Manager will oversee AFREhealth’s projects across Africa. He/She will be required to provide technical and management support to projects to deliver on project and organizational goals. The Senior Program Manager will ensure that project planning, implementation, monitoring, and closeout processes comply with donor rules, internal quality standards and policies, and institutional and country regulations. Duties and Responsibilities

    Project Design and Management

  • Under the leadership of the Executive Director, contribute to the organization’s strategic planning, and lead project design, implementation, monitoring, and closeout processes, ensuring that projects and grants are aligned with 
  • AFREhealth's mission and strategic plan.
  • Effectively manage the programs team at the Secretariat; and provide technical backstopping support to project leads/principal investigators and consultants to ensure strong and quality delivery of projects and grants.
  • Lead the development and management of the work planning and review process, consolidating project and grant work plans. Track and ensure projects are implemented on time and within budget.
  • Coordinate the development of high-quality programs and activity reports across AFREhealth and contribute to developing newsletters and communication materials to improve visibility and dissemination of projects and program results and their impacts.
  • Ensure that AFREhealth projects comply with institutional internal standards and policies, donor rules, and governmental regulations. This will require reviews and strong monitoring
  • Proactively identify, troubleshoot, and manage risks. Work closely with leadership and project teams to resolve issues and implement corrective actions as required.
  • Provide leadership and oversight support to the monitoring and evaluation (M&E) functions and ensure that the AFREhealth M&E system is robust and provides timely feedback for program planning and decision—making.
  • Coordinate AFREhealth Technical Working Groups and ensure that they are effective and within their scope of work. Work closely with the leads to ensure seamless coordination, communication, and joint planning.
  • Financial and Grants Management

  • Oversee the AFREhealth grant management system and processes, ensuring that grants, subawards, and subgranting processes are responsive, effective, and compliant.
  • Support the development of contracts and agreements. Manage the relationships with consultants and sub-awardees in line with AFREhealth policies
  • Be familiar with the AFREhealth grant policies, manuals, and standards and support project teams to apply them. Monitor changes to donor and government requirements and ensure they are communicated across projects. Coordinate timely submission of donor and partnership deliverables with support from the Grants team.
  • Contribute to the development and management of program budgets, and work with the Finance and Grants team to monitor expenditures and costs against work plans.
  • Resource Mobilization
  • Support the identification of funding opportunities and provide technical contributions to proposal development and implementation where necessary.
  • Support in setting up and coordinating grant writing teams, ensuring that the guidelines in the Request for Proposals are met and proposals are submitted on time.

  • Education Required: Bachelor’s Degree

    Requirements
    • Passionate about AFREhealth's mission and vision and committed to interprofessional health workforce development.
    • At least 7 years of senior-level experience in designing and managing complex multi-country health projects in an international setting, with a focus on capacity building and service provision.
    • A master’s degree in health professions education, program management, and public health or a related field
    • Extensive experience in managing donor grants, and overseeing multi-scope subawards and subgrants in multiple countries
    • High level proficiency in understanding and applying donor rules and regulations, including United States Government (USG), private sector funds, foundations, and philanthropic institutions.
    • Strong technical grounding in standard project management methods and practices in international development.
    • Demonstrable practical skills in financial management especially relating to grants and donor projects.
    • Excellent organizational and communication skills.
    • Experience in collaborating with partners to implement consortium and program activities
    • Abilities/Skills:
    • Excellent oral, and written communication skills including the ability to effectively present findings and analyses to donors, organizational boards and partners,
    • Strong leadership qualities, and skills.
    • Fluent in written and spoken English; fluency in French or Portuguese, is a plus
    • Ability to travel nationally and internationally
    • Excellent organizational skills, detail-oriented, and a high degree of accuracy.
    • Strong analytical skills and sound judgment.
    • Excellent interpersonal skills to effectively interact with all levels of staff and partners.
    • Highly proficient in the use of technology solutions and ICT tools to effectively support operations, program and grant management.
    • Be innovative, cooperative, hardworking, dependable and an excellent team player.
    • Ability to develop and review work plans, donor reports, and other program management documents.
    • Ability to work in a diverse, multicultural, and multi-language work environment across geographies and involving matrix complex matrix relationships.
    • Skilled in providing ongoing leadership, mentoring, and coaching to support the program team to meet required deliverables.
    • Be of high integrity and have a sense of confidentiality
    • Be willing to take on extra responsibilities to achieve the goals/objectives
