 ObjectiveThe Security Services provider will be responsible for the provision of security services for the CRS offices in Accra, Tamale and residences in Accra.  BackgroundCatholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS work to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS’ relief and development works are accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding. CRS has been operating in Ghana for 64 years, supporting the relief and development operations in the country. CRS Ghana has proudly maintained a strong reputation and relationship with partners and the communities we serve implementing a multi-sectoral program portfolio. CRS Ghana manages a portfolio of Health, Water, Sanitation and Hygiene, Agriculture, Peacebuilding and Social Cohesion, and Youth Livelihoods programming.  To ensure the safety of CRS office premises, residences, and occupants always, CRS Ghana engages the services of a professional security company to safeguard the office buildings, residences, assets, valuables, and to ensure a secured working environment. Description of Work
  • The Security services provider shall ensure it deploys professional security officer(s) who will report to work regularly and punctually at both shifts (Day and Night).  
  • The Security services provider shall ensure its security officer(s) shall go on regular patrol of the premises to check all gates and windows ensuring that no unauthorized persons or vehicles enters the premises.
  • The Security services provider shall ensure its security officer(s) always protect the premises and occupants against theft and other criminal activities.
  • The Security services provider shall ensure security officer(s) record the contact details and purpose of visit of all entrants (non-staff) always into a logbook, provided by the Client.  And maintain movement logbook at all premises.  
  • The Security services provider shall ensure its field supervisors patrol the Client’s location periodically. 
  • The Security services provider shall be responsible for providing safety wears for all its workers at all the CRS premises.

    Requirements
    • Technical proposals shall contain the documents detailed in the evaluation criteria outlined below.
    • Qualifications of the staff (technical and administrative)-
    • Evidence of organizational chart, management, supervision, trainers, total workforce number, etc.
    • Evidence of experience in managing and performing similar security services.  Similar projects must have credible similarities in terms of delivery, monetary value, volume of activities, duration, and complexity.
    • Expertise, professional experience, and training provided to safety and security staff
    • Description of supervision modalities and coordination by the project manager and his supervisors.
    • Profile, experience, and content of training of security personnel including gender component (female staff, training of male agents in respect for women)

    • Evidence that the organization has current capabilities to perform the contract
    • Ability of staff (Supervisor and team leaders) to express themselves and write in English):
    • Submission of the of criteria regarding your guard recruitment policy

    • Past Performance- List of past and current clients; experience with international institutions, History of producing reports and other high-quality deliverables. Include at least three (3) recommendation letters from an International Non-governmental Organizations with emails and mobile Numbers

    • Materials, technologiesLogistics for the proposed work should include operational communication systems/ technologies, uniforms, and other working equipment for Guards

    • Any bidder who scores lower than 52.5% out of the maximum 70% under the technical valuation shall not have their financial proposal considered in part 2 of the evaluation (Final Decision will be made by the Evaluation Committee).
