Project BackgroundThe Strengthening Regional Peace and Stability (SRPS) in West Africa Program is a five-year, USAID-funded program implemented by DAI. The program supports the efforts of West Africans to address the risks of instability from democratic backsliding and from conflict, and prioritizes targeted governance, conflict and violence prevention, peacebuilding, and preventing and countering violent extremism (P/CVE) interventions across the region. The program will engage with regional partners and with governments that demonstrate commitment to power-sharing and resource redistribution, both of which are crucial for reducing exclusion, violence, and conflict. Program interventions will address causes of fragility, and focus on good governance approaches, conflict prevention and response, and P/CVE interventions across select target countries in the Sahel and coastal West Africa.
Objectives of the assignmentThe Risk and Security Manager will work closely with the Deputy Chief of Party – Operations and the Senior Management Team. The Risk and Security Manager will be skilled and knowledgeable of security and risk management in development settings with the ability to navigate challenges presented by the fluid and rapidly changing operational context across the West Africa region. The Risk and Security Manager will be proactive to address security issues that may emerge over the course of project implementation in the hub office and in country field offices in target geographies.
Tasks & ResponsibilitiesThe following comprise main responsibilities of the Risk & Security Manager:
  • Develop project risk and security plans and develop detailed familiarity with DAI crisis and incident management response procedures and provide training to project leadership and other project staff including staff in country field offices in target geographies.
  • Coordinate with all project staff to ensure that everyone follows required security policies and plans, and that the team understands all dynamic security issues and considerations across program geographies.
  • Ensure DAI Global Security is informed of all incidents and that incidents are reported to the client through the Chief of Party (COP) and other designated project contacts.
  • Research and identify emerging threats and risks, and develop threat/vulnerability analysis to complement preparedness, avoidance, response and evacuation programs.
  • Provide weekly or as needed, verbal and written security updates to DAI Global Security, DAI Home Office and the project’s Senior Management Team to inform project travel decisions and activity implementation protocols as required.
  • Serve as a key member of DAI project resilience and business continuity structures, relying on risk management best practices.
  • Train program staff in security protocols, including violence/danger avoidance strategies, and natural disaster preparedness and survival strategies.
  • In coordination with the COP and other members of the project’s Senior Management Team, as appropriate, ensure any plans, movements, operations, proposed changes or recommendations are fair and reasonable and within the context of the project Security Plan.
  • Assist with procurement of items such as communications equipment, vehicle tracking equipment, medical kits, security upgrades and ancillaries.
  • Provide written briefings and updates as necessary to include areas to be avoided in cities and geographies based on latest developments.
  • Provide pre-deployment briefings for staff traveling to areas for the first time or other high-risk project locations.
  • Support route assessments and provide advice on travel management with the Operations Manager.

  • Education Required: Bachelor’s Degree

    Requirements
    • Bachelor’s degree with more than 7 years of relevant work experience.
    • Excellent organizational skills and attention to detail.
    • Strong professional skills including communications, coordination, managing multiple tasks, analysis, working with regional multi-country teams and problem-solving required.
    • An acute understanding of low-profile security management regarding all facets of security operations, and an ability to problem solve and lead in high stress environments.
    • Accuracy in working with large amounts of data.
    • Ability to respond effectively to the most sensitive inquiries or complaints.
    • Fluency in English. French language proficiency a plus.
