PROPEL Health Ghana funded by USAID is looking for a Finance and Operations Manager who will work under the leadership of PROPEL Health Ghana Country Director.

Project Overview
Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Health is a USAID-funded five-year project awarded to Palladium on Sept 23,2022. PROPEL Health aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation; adequate, predictable, and sustainable health financing; enhanced government stewardship, transparency, and accountability; and use of evidence-based advocacy approaches at global, national, and subnational levels to promote best practices. It focuses on family planning and health financing in Ghana.

Our transformational technical strategy prioritizes localizing policy, advocacy, financing, and governance (PAFG) leadership, technical assistance, and capacity development to enhance resilience and sustainability. PROPEL Health’s country teams will serve as the technical and implementation driving force for Mission buy-ins and country-based, core-funded activities. The project actively supports USAID’s localization strategy by drawing on local actors to co-create our country designs and lead implementation, monitoring, and evaluation.

Primary Duties and Responsibilities: 
Financial Management and Control

  • Ensure appropriate finance systems are maintained, and that all procedures and controls are implemented.
  • Ensure all transactions are properly accounted for with all supporting documentations.
  • Ensure timely and accurate reconciliation of travel advances and travel expense reports.
  • Support the transfer and/or payment of consultants and/or partner organizations.
  • Support the entering all transactions into the online banking system as well as writing of checks and issue payments.
  • Contribute to the preparation of field vouchers and financial reports twice a month as required by Palladium’s financial management regulations. Ensure proper filing of monthly field voucher reports and all supporting documents.
  • Review payroll and benefit processes for local staff, while ensuring compliance with national legislation.
  • Ensure appropriate employment taxes are paid to appropriate country agencies.
  • Contribute to the timely and accurate preparation of monthly, quarterly, and other financial reports as needed.
  • Record all financial transactions in the financial templates provided by HQ, accurately and in a timely fashion.
  • Prepare, review, and submit regular field vouchers and financial reports to HQ, as required. 
  • Provide support to program staff and work closely with them to ensure that financial information is accurate and up to date.
  • Provide financial support on USAID and Palladium rules and regulation to the selected sub-grantees.
  • Maintain up to date bank and petty cash account transaction records and supporting documentation. Collect bank statements for the bank accounts, review cash book, and reconcile the account
  • Participate in financial audit activities.
  • Review and submit travel expense or expense report to be approved.
  • Assist in and prepare monthly budgeting and financial planning to prepare monthly wire and cash flow of project
  • Provides any other financial support, as requested, and respond to any other financial queries.
  • Operational Management

  • Overall day-to-day operational responsibility for all projects.
  • Create a high-performance culture by collaborating with management and employees to establish a
  • Maintain a positive work environment.
  • Support Field offices in developing, maintaining or/and closing projects or country programs.
  • Drive strategic prioritization and operational excellence through developing and implementing platforms and processes to improve performance.
  • Provided oversight of the project grant management processes including supervise the administrative and grants staff.

  • Education Required: Master’s Degree

    Requirements
    • Master’s degree in business administration, economics, accounting, statistics, banking, finance or other related disciplines; or a bachelor’s degree in related fields with a minimum of 4 years working experience
    • Experience with the finance and compliance regulations for USAID projects is desirable
    • Demonstrated experience in putting in place systems or processes to improve financial and operational efficiency or accountability. 
    • Computer skills: SharePoint, Microsoft Excel, Microsoft Word 
    • Organized, detail-oriented, able to maintain confidentiality, proactive, solution-oriented. 
    • Good oral and written English and French is a plus. 
    • Skills and abilities: 
    • Knowledge of donor rules and regulations (USG and non-USG), common funding mechanisms, contractual concepts and principles from the solicitation phase to post-Awards management 
    • Knowledge of USAID grant processes and their regulations 
    • Excellent communication, analytical and organizational skills 
    • Strong financial management and analytical skills and experienced in using accounting software such as QuickBooks and Sage
    • Ability to prioritize tasks to address the most critical needs first. 
    • Languages: Fluency in English is required. Other Desirable Skills: Initiative, strong conceptual abilities, sound judgment
