As a Women's Rights Organization, GLOWA is strategically positioned as a strong Civil Society and works with both Rights Holders on one hand and the duty bearers on the other hand. GLOWA is able to mobilize and use appropriate behavior change and popular participation approaches to empower the grassroots citizens especially women and girls, PWDs, youth and hard-to-reach communities to participate actively in local governance processes in their localities. The Rights Holders are also empowered and linked-up with the various duty bearers especially the MMDAs to demand for adequate and accessible information, quality delivery of public goods and services, inclusion, participation and equitable share of the national cake in terms of government’s pro-poor projects and interventions.

also ride on the back of the various legal frameworks that promote popular participation of citizens, their rights and inclusivity to engage and hold the duty bearers accountable, making them become more responsive to the demands of the Rights Holders. It also makes them change their attitude and behaviors as they know some people are watching and demanding for inclusion, participation and equitable sharing of the national cake in the district in terms of capital projects and delivery of quality services. The policies and frameworks GLOWA uses include Article 34 Section 5 of the 1992 Constitution of Ghana, Local Governance Act, 2016 (Act 936), Disability Act, 2006 (Act 715), Mental Health Act, 2012 (Act 846), Domestic Violence Act 2007 (Act 732), Children’s Act 1998 (Act 560) and National Council for Persons with Disability (NCPD) guidelines.Listed in categories
